leave the Governor asked us for information about the methods being used in carrying out a survey of the economic conditions of cocoa farmers in Nigeria. This survey is being undertaken bỹ Professor Ashby of the Agricultural Economics Research Institute at Oxford. It was considered that this information might be useful when the enquiry into the economic conditions of Hong Kong farmers was undertaken.
The Nigerian enquiry is at present being considered in this country by a Committee under the Chairmanship of Professor Ashby, the Chief
Executive officer has only recently been appointed, and the most suitable techniques have not yet been worked out fully. However Professor Ashby has stated that with an illiterate population in particular but in part even amongst a literate population procedure will be by interview, possibly by the formal selection of a sample of possible interviewees.
We have informed the Governor of this by savingram and have suggested that when the Nigerian Burvey has reached a more advanced stage it would be useful for an officer of the Hong Kong Government to visit Oxford to discuss the matter with Professor Ashby. Meanwhile Surridge has suggested that it might be worth while if you could meet Dr. Raeburn of the London School of Economics, who at one time worked with J.L.Buck in China on agricultural surveys, who might be able to give you some useful general information. Perhaps therefore a meeting could be arranged if you think it would be useful when you are in London next
